星期日晚電視節目唔多精彩吸引, 係咁按 channel 鈕, 由 entertainment 到 sports 到 music 到 kid 到 documentary 最後終於到 adult channel 成人台, porn 就無得睇啦要另外俾錢, 不過 D live chat channel 就任睇唔嬲, 阿妹妹仔低胸睡衣 T-back 加對 fish net 著得咁 sexy 個 look 咁 innocent 固然吸引, 不過我就會問呢 D 咁花瓶嘅工作究竟有咩人會願意做, 因咩野原因會做? 名, 利, 定係要 show off 天賦本錢呢.......

今人我 in tray 有封信, 少有的未開封, 信封面係 Mr. J Chan 上註有 "Personal" 一字 (好野阿 admin 咁聽話一見到 Personal 一字就唔開信封), 心諗唔多係好野, 睇黎有人衝著我阿占而來, 結果係......yes....... you mother.......fxxker.......

I am surprised that you recommended the Planning Committee to grant conditional planning permission at the meeting on the 14th January 2009. The Agenda was inadvertantly misleading and may have been against the European Law on planning.

The proposal by the applicant was for full planning permission for the erection of one dwelling yet you tried to get this passed without responses from Wales & West Utilities, Planning Policy Section and the Countryside Officer and a no comment from the Countryside Council for Wales.

Furthermore there were objections from XXX Town Council, the Tree & Landscape Officer and the Head of Infrastructure Services. In addition there has been no section drawing of the access to the proposed plot showing showing the gradient and amended resiting of the driveway. Neither has there been an explanation how surface water run off from over 400 square metres of driveway is to be dealt with.

I now need to refer you to a letter to Mr Peter Detheridge from the Welsh Assembly dated 18th February 2008 (theirref: CL-01-08 refers). The draft revised Technical Advice Note 5 also make it clear that it is not appropriate to grant planning permission subejct to a condition that protected species surveys be carried out. If there is any reasonable ground to suspect that European Protected Species may be present (see Representation No. 4) their presence or otherwise should be established before planning permission is granted.

Your authority needs to bear in mind the potential risk of fines (amounting potentially to millions pounds in some cases) should the European Court of Justice find against the United Kingdom in proceedings arising from an Authority's failure to comply properly with its duty under the Habitats Regulations.

1. 咩鬼 European Law on Planning, 邊條邊個 section 呀大哥, 不如你 quote 埋 "international" 或者 "global" law of planning 啦

2. 咩話 Wales & Wales Utilities, Planning Department Policy Section, Countryside Officer 無回覆我就 make recommendation to Planning Committee? 呢位人兄你唔該你做下功課刨下 planning law 先好講野啦, Planning Act 話 Statutory Consultee 同 any interested parties 有任何意見/反對要係 planning application process 頭 21日內書面通知 Local Planning Authority, 過左 consultation period 後收到嘅意見 Local Planning Authoity 可能會不接納 (yes, that's discretionary), 仲有 Local Planning Authority 係無權力或義務要求 statutory consultee 同 interested parties 回覆 LPA 寄出嘅 consultation/notification letter.

3. Countryside Council for Wales 回覆話唔想 comment on this application (女officer M 到唔方便?), Local Planning Authority 係唔會攞住支槍上門指住 CCW (或其他 consultee) 班友要佢地 make comment.

4. Countryside Officer 已經回覆左話 planning application site 同 surrounding area 無 recorded/known biodiversity issue.

5. XXX Town Council, Tree & Landscape Officer 同 Highway Authority raised objection? 首先 Landscape & Tree Officer suggest development (條新 driveway/access) 可能會影響幾棵 Tree Protection Order 嘅樹, 但係就無話問題唔可以 overcome, no dip construction, realign access 都係可行嘅方法; Highway Authority 其沒有反對 development, 只係 recommend 左 condition 去 control access gradient, surface material, etc; 至於 Colwyn Bay Town Council, Planning Act 從來都無話收到 objection 就一定要 refuse application, 仲有我不嬲都視 town council 同 community council 如無物, 成鬼日俾埋晒 D 唔 make sense 嘅 comment, 仲有D local councillor 為左選票就硬要幫居民出頭同政治干預, 最憎 D 狗亂咁吠.........我份工係要我同 line manager 交代而唔係為 local councillor 服務

6. Surface runoff 呢D 野全部可以用 planning condition 攬掂.

7. 要我 refer to Welsh Assembly 俾 Peter Detheridge 封信? 咩信呀? 情信呀........PD 上年退左休啦 wor, 唔係諗住攞個退位嘅 planning department 揸 fit 人黎恐我呀話

8. Draft revised TAN no. 5, draft 即係未 adopt 啦, 收皮啦, European Protected Species? Countryside Officer 都話左無 recorded/known biodiversity issue 啦, 睇黎呢位人兄係時候驗下眼啦, 同埋有 protected species record CCW 就要出聲, 如果出事嘅拎 CCW 班友去槍斃啦.......

9. 個 application 收到 33 封來自居民同 town council 嘅反對信, 我突然想如果我好似 Bruce Willis 係 die hard 套戲咁係身到背住大大個牌, 個牌前後寫住 "I am James Chan, I am a planning officer, I recommended approval for a new house here", 究竟阿占可唔可以安全地 (絲毫無損地) 由 application site 條街嘅街頭慢步行到街尾呢?

呢期晚晚 movie channel D 戲都有 Isla Fisher 份, Definitely, Maybe, Hot Rod, Wedding Crashers, 好奇怪呢個係澳洲大嘅蘇格蘭妹唔算後生 (32 歲), 又唔係高 (5'3"), 唔係 sexy 又唔係 wild, 無金髮無藍眼, 唔知點解阿占, well in some ways find her attractive, 可能係一把長曲髮, 成個 package 令人感到好 comfortable 好 warm, 同埋佢唔似一眾演員咁瘦, 我想大部分男人都鍾意女仔有 a bit of meat......

星期五, 又係輕鬆落 site 遊車河日, 享受 Wales countryside driving 嘅無限風光, 天氣依然冰寒, Snowdonia national park 群山山頂依然鋪雪, wind farm - 未來的能源之星















傍晚日落時分去左一個半荒廢 (定係已經荒廢左?) 嘅農場, 兩隻雞, 幾隻羊, 一隻上左鏈嘅看門狗, 再加一排完整嘅動物白骨架係地下 (oh my god), hand deliver 左 letter 之後快快腳上車開車走人, 兩三公里來毫無人煙......感覺就好似處身荷里活恐怖片當中, 會無啦啦有變態佬揸把電鋸同黎追住你咁

一年一度嘅大病終於來臨, 感冒個幾星期依然未痊癒, 兩星期鼻水鼻塞身體發熱咳嗽肌肉痛都慣晒, take Monday off, 希望 long weekend 幫到我快 D 好番等我可以快 D 返番 gym 房

每年大病都係發生於 12月中 至 1月中放假日子, 上年就係比利時放假時病左, 係布魯日對 hostel reception 個比利時妹妹仔有心無力, what a shame.........
