You deserve it"

From UK Citizens Advice Bureau
NHS charges and people from abroad

Your entitlement to free NHS treatment depends on the length and purpose of your residence in the UK, not your nationality. There may be charges for some NHS services, for example, your dental treatment, and you may be entitled to help with these charges. Any free NHS treatment you receive, or any help with NHS costs, does not affect your immigration status.

If you are entitled to it, you can obtain free treatment immediately. There is no qualifying period.

Treatment which is always free of charge

Some hospital treatment is free of charge for everyone who needs it, regardless of how long they have been or intend to stay in the UK. This is:-

1. treatment for accidents and emergencies as an outpatient in a hospital’s accident and emergency department. Emergency treatment in a walk-in centre is also free of charge (England and Wales only). However, if you are referred to an outpatient clinic or admitted to hospital from an accident and emergency department, you will be charged
2. compulsory psychiatric treatment
treatment for certain communicable diseases, such as tuberculosis, cholera, food poisoning, malaria and meningitis. Testing for the HIV virus and counselling following a test are both free of charge, but any necessary subsequent treatment and medicines may have to be paid for
3. family planning services.

Who can receive all NHS treatment free of charge

Some people from abroad can receive all NHS hospital treatment free of charge. If you are entitled to free NHS hospital treatment, your spouse, civil partner and dependent child(ren) will also be able to receive free treatment, but only if they live with you permanently in the UK.

You can receive free NHS hospital treatment if you:-

1. have been living legally in the UK for at least 12 months when you seek treatment, and did not come to the UK for private medical treatment. Temporary absences from the UK of up to three months are ignored
2. have come to the UK to take up permanent residence, for example, if you are a former UK resident who has returned from abroad, or if you have been granted leave to enter or remain as a spouse
3. have come to the UK to work, either as an employee or self-employed person. This does not include people on short business trips
4. normally work in the UK, but are temporarily working abroad, have at least 10 years continuous residence in the UK, and have been abroad for less than 5. However, if you are studying abroad you are not entitled to free NHS treatment
5. are receiving a UK war disablement pension or war widows’ pension
6. are an asylum seeker or have been granted exceptional leave to remain or refugee status. Proof of your immigration status from the Home Office may be required. If you are refused asylum you may be required to repay the cost of any treatment you have received
7. are imprisoned in the UK or detained by UK immigration authorities
8. are a UK state pensioner who spends up to six months a year living in another European Economic Area (EEA) state, but are not a resident of that state
9. are working in another EEA country, or in Switzerland, but are paying compulsory UK national insurance contributions
10. are a student following a course of study which lasts at least six months, or is substantially funded by the UK government.

EEA countries are the European Union countries and Liechtenstein, Iceland and Norway.

From the UK Department of Health

What if I should need hospital treatment?
Under the current Regulations, anyone who is engaging in employment with an employer who has his principle place of business in the UK, or who is a self-employed person whose principle place of business is in the UK is fully exempt from National Health Service (NHS) hospital charges in England. This exemption applies to your spouse, civil partner and children (under the age of 16 or 19 if in further education) if they are living with you in the UK on a permanent basis.

Please note that to be exempt from NHS hospital charges on this basis you must be in employment at the time you receive treatment. If you are here on a work visa but currently unemployed you will be charged for your treatment, unless you are otherwise exempt from charges.

Also under the current Regulations, anyone employed on a ship or vessel registered in the UK or anyone working offshore on the UK sector of the Continental shelf would be fully exempt from NHS hospital charges in England.

In common with those ordinarily resident in the UK, anyone who meets the criteria of ordinary residence or is exempt from charges for hospital treatment will have to pay statutory NHS charges, eg prescription charges, unless they also qualify for exemption from these, and will have to go onto waiting lists for treatment where appropriate.

If I should need hospital treatment what documents will I need?
The Regulations place a responsibility on individual hospitals to determine whether, in accordance with the Regulations, a patient is liable to be charged for treatment or not. In order to establish entitlement, hospitals can ask you to provide documentation that supports your claim that you intend to engage in employment in the UK. It is for you to decide what to supply, however examples of evidence could include:

1. if not an EEA* national or Swiss national then must have a valid work permit or;
2. if EEA national or Switzerland proof of nationality;
3. proof that employment is based in UK, e.g confirmation from employer, or for self-employed invoices or receipts;
4. proof of employment – e.g. recent letter from employer or contract of employment or current wage slip, for self employed invoices or receipts.

* Nationals from Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia will also need to be registered on the workers registration scheme. Nationals from Bulgaria and Romania must also a valid work permit.

Do I have to pay for emergency treatment if I have an accident?
Regardless of residential status or nationality, emergency treatment given at primary care practices (a GP) or in Accident and Emergency departments or a Walk-in Centre providing services similar to those of a hospital Accident and Emergency department is free of charge.

In the case of treatment given in an Accident and Emergency department or Walk-in Centre the exemption from charges will cease to apply once the patient is formally admitted as an in-patient (this will include emergency operations and admittance to High Dependency Units) or registered at an outpatient clinic.

Am I entitled to access primary care services?
Any person living here lawfully and on a settled basis is regarded as resident in the UK and therefore entitled to free primary medical services. On taking up residence in the UK it is advisable to approach a GP practice and apply to register onto its list of NHS patients. The practice may choose to accept or decline your application. An application may be refused if the practice has reasonable grounds for doing so, such as if you are living outside their practice area. A practice would not be able to refuse your application on the grounds of race, gender, social class, age, religion, sexual orientation, appearance, disability or medical condition.

Am I entitled to help with the costs of non-emergency NHS treatment?
Information about help with health costs is detailed in leaflet HC11 ‘ Are you entitled to help with health costs? HC11 is also available on the Internet at: NHS costs and exemptions

What if I do not meet one of these exemptions from charges?
If you are not ordinarily resident or exempt under the regulations, charges will apply for any hospital treatment you receive and cannot be waived. If this is the case you are strongly advised to take out private healthcare insurance that would cover you for the length of time you are in the UK. There is no facility to purchase healthcare insurance from the NHS therefore any necessary insurance must be organised privately.

Kevin

一個自私, 個體主義, 與極至經濟傾斜的體系, 終會 suffer, not materially, but much worse

The people in this city never learn.

What's for? After all.

My office email auto reply
"I will be on leave until 25/3 so please contact me after that day. For urgent please contact my line manager XXX (name) on XXX (number)."

Gerrard: I'm so sick of failure
Feb 28 2008 by Ian Doyle, Daily Post

STEVEN GERRARD admits the time has come to stop talking and for Liverpool to begin realising their Premier League potential.

And the Liverpool captain concedes that winning the European Cup again will not atone for another season of underachievement in the top flight.

Despite starting the season harbouring hopes of a genuine title challenge after splashing out close to £50m in the summer, Rafael Benitez’s side find themselves 17 points behind leaders Arsenal with 12 games still to play.

Instead of fighting for a 19th league crown, Liverpool are currently in fifth place and facing a scrap with Everton, Aston Villa and Manchester City for the final Champions League berth.

The closest Gerrard has come to lifting the championship at Anfield was in 2001-02 when Liverpool finished in second, seven points adrift of winners Arsenal.

And as another title campaign has long since floundered, a straight-talking Gerrard said: “I’m getting tired of

saying the same thing over and over again. We can’t keep talking about next season all the time.

“There are only so many times you can say it and believe it. Sooner or later we have to make one season the season we make it happen and do the talking on the pitch.

“We need to make people believe it. I’m 27 now – I don’t want to be talking about ’next season’ for Liverpool when I’m 32.

“We’ve got the stadium, the fans, the manager and the players to compete for the Premier League. But we have no chance of doing that if we are always well out of it by the first week in January.

“And at the moment we have our work cut out fighting it out with Villa, Everton and Manchester City for fourth.”

The only silverware Liverpool can win this season is the Champions League, with Benitez’s side holding a 2-0 lead after the first leg of their first knockout-round clash with Inter Milan last week.

“You don’t get any prizes in football for finishing in second place, never mind fourth,” added Gerrard. “In the position we find ourselves now, fourth is the least that is acceptable.

“But we have bigger ambitions than that. The only way we can fulfil those ambitions is in the Champions League. And I am not going to pretend that even winning that trophy – and we are a long way away from it at the moment – will make up for the disappointment of the league.

“I’m pretty gutted every time I look at the table and see the gap between us and Arsenal at the top, and even the gap between us and second and third.

“We believed we had the players to challenge for the title, and we wanted that one more than any other trophy available to us. I still believe we have the squad to be a hell of a lot more competitive than we are right now.”

FOR the full Steven Gerrard interview, see this week’s Official LFC Magazine.

Tom: "Can't believe he scored it."

Severely lacking mach fitness, not ready and need intensive training before new seaon.
